Hey Justin,
I am not sure if you are still interested in learning what is wrong with your breadboard layout, but just in case, and for those still following this thread, here is what I have found wrong with it.
1. The 4.7K resistor connected to Pin 3 is inserted wrong. It should be turned horizontal so that each end of the resistor is at 2 different contact points.
2. You have you pins on the transistors setup backwards. The left pin is the collector, middle is base, and right is the emitter. Look over the schematic once more and you will see that the emitter and 10K resistor is connected to the BASE of each transistor to the right of it, not the collector, as you have it connected now. Then the collector is connected to the LEDS and 330 or 390 resistor to the positive rail. The way you have it laid out will only make the LEDS light all together and stay on.
3. I would also recommend grounding Pin 5 with a .01uF ceramic disk capacitor. This will help smooth out the voltage. Made mine work better anyways.
