This is stated in the datasheet http://www.555-timer-circuits.com/datasheets/ne555.pdf If you need to go lower than that you should research the CMOS timer 7555. It has a voltage range of 3-16 volts and handles lower currents. http://www.nxp.com/documents/data_sheet/ICM7555.pdf Hope that helps.
